I really hope they applied some waterproofing to the stucco before doing this. Stucco, concrete, bricks, etc are water resistant in that it'll keep the rain out, but if you have constant moisture like this, it will find a way inside by either soaking through the material or find its way in through tiny cracks.

My old school used to have something similar in an atrium that went up 4 stories. More plants than rock like this, but it still had streams of water running down to help water them. Anyway, it took years to get it right, basically my whole time there, early on little clouds would form up in the skylight area and top floor because of the heat differential and problems figuring out the humidity levels. Fun times.

Mosquitos won't land on moving water. This feature works by circulating/filtering water. I'd be more concerned by the smell of what's eventually going to grow on the wall.

Flowing water can be gross without mosquitos. Even ripples are enough to keep them from landing. They need calm water surface tension to do the deed.

Correct. Mosquitos won't land on rippling water, but they will land on anything that's floating, i.e. a piece of paper, cigarette butt, leaf, etc, anything stable enough for them to do their business. They can also land on the edges of the basin where' there's almost no dripping and rippling. If you have contained water in a basin like that, in the open, you will have mosquitos.

They could stock the water with some fish that eats the nymphs. That would solve the entire problem and be even more decorative.

Usually, projects like this have a closed water circuit, otherwise there's gonna be a lot of wasted water. If you have fish in one of the portions of the circuit, well... they shit in the water, and the water gets a lot of nasty bacteria. You don't want that running down on your nice wall. A solution for this that includes the fish, should be a filtering/purifying/sanitation station/segment for the water... which probably complicates things...
