The last time i saw something like this it was because she wanted her daughter to do something, or change something. She thought her daughter was overweight or something like that and was basically bullying her into changing her habits. She 'wasn't getting through' to her daughter because she just 'didn't want to listen to her mom' so instead she made a bunch of accounts online to cyberbully her instead.

If that’s just what law enforcement is telling you, I’d hire legal counsel to review your case and try again (if it’s worth it to you). Some harassment definitely warrants a legal response. It may also be a matter of the technical capabilities of your local police department, but I can’t speak to that.

I guess both depending on why they lie/catfish. Generally(but not always), people that catfish are usually not happy with their appearance(usually overweight) so they catfish as someone "attractive." Then there are the ones that catfish for scams- sextortion or romance ones.
