It's so cold here in DFW Texas that my Home Depot wasn't even opening the contractor doors because it was freezing the cashiers.

The correct number of layers is 3. Breathable inner to keep you dry. Fluffy middle to trap in air. Insulating outer to keep wind&wet out.
Arguably even more important is proper socks and shoes and gloves. And a good warm beanie. Don't just cover the ears, keep your brain warm.
