I live in Tokyo, have this same water saving mechanism. Some buildings have rooftop-rainwater piping dedicated for flushing.

Nobody in Japan uses them. They’re too small and don’t have enough water flow usually to wash and rinse. There’s always a sink nearby.

Looked like a vertical blade outlet to me. Euro uses circles to my knowledge, not verticals slits. Low res, who knows.
