When that ended up working out rather well for Apple, Microsoft slapped a similar user-interface on top of DOS. Eventually Microsoft partnered with IBM to write a real windowed operating system, but bailed once Windows 3.0 became popular, to build their own instead, Windows NT. There's more theft than innovation in software.
