Most horror movies have historically been low budget shlock that relies on shock value rather than anything even vaguely related to quality. Sex scenes are a very cost efficient way to shock/titillate/whatever an audience.
Hayes code; anyone who is shown to be promoting degenerate acts cannot survive to the end of the film/novel as a way of reinforcing that immorality will never end well for those committing it.
