Germany's war crimes are underrated to most people who don't have a more in depth knowledge of WWII. They had actual plans to starve the entire Slavic population. Japan's war crimes have been noticed more lately with declassification, but part of it is offset by the fact that they treated their own troops with the same callous disregard, particularly the Army. Russia has really skated by the most on their war crimes, from the Katyn massacre to the ravaging of Eastern Europe.
The human/biological experiments are horrible but there’s another event that goes farther. There was a massive campaign going through China where the Japanese soldiers raped nearly every girl and woman they could find. The military allowed it so they can get their animal frustrations out but some of these women were mutilated during rape with the lucky ones being killed. The descriptions of what they did to young girls not even in puberty her is horrendous.

Had some Japanese exchange students in high school talk to our class when we were studying Asian cultures and history. In Nanking there were several Nazi officers who did their best to create a safe zone for Chinese civilians, whom they were not at war with, and their accounts of what befell the remaining population was disturbingly grim, even by their standards. Germany's war crimes are underrated to most people who don't have a more in depth knowledge of WWII. They had actual plans to starve the entire Slavic population. Japan's war crimes have been noticed more lately with declassification, but part of it is offset by the fact that they treated their own troops with the same callous disregard, particularly the Army. It was a generalization. People who the US felt could further our goals (like scientists) were allowed to immigrate and forgiven for their part in the war (if any). Anyone else was not, and some of those people went to Argentina.
I'll take it a bit further and say that most politicians or military personnel fleeing a country after they lose a war are afraid of facing the consequences for things they did during the war and/or they expect retribution from the new government or the people.
