There isn’t going to be one lone gas station that low. Demand in that area has to be ridiculously low for that station to set that price. As I mentioned in another comment, the correct search parameter would be "what's the lowest price", not "what's the average price". The latter proves nothing.
And FWIW the answer to the correct question is $3.19. That is the lowest gas price in Iowa according to one site. There's another one that lists $1.98/gallon which seems absurd so I called them (a 24 hour BP station in Ruthven) but their number doesn't seem to be in service. So I don't know but even that is more than what he stated so (apart from him not even being in Iowa) his story seems farcical. Like most of his stories.
