All jokes aside...this is actually part of the original meaning of "The thin blue line". It often refers to the black space above representing the public and order, while the black space below representing crime and anarchy. Meanwhile, the thin blue line is the line that officers walk between law and order and crime and anarchy; both for the public AND themselves.
So, to me, this would be local or state police walking the thin blue line.

So...at the federal level, 18 U.S.C. § 594 makes it a crime to intimidate, threaten, or coerce someone for the purpose of interfering with their right to vote.
BUT, states also have laws against intimidation. For example, RCW 29A.84.630 makes it illegal to intimidate a person into not voting in Washington State.
So, yes, local and state police CAN arrest federal officers if they believe they are intimidating voters, and prosecute them under state law.

The thing is, this will work in states with Democrats in control, MAYBE ones with split governments too, but the ones with Republican politicians in control, they'll go along with ICE at the polls because it's what Trump wants. Even a single state allowing it will have a chilling effect across the country as people don't want to deal with the potential of harassment.

Worse than that, people afraid of being kidnapped by ICE are already less likely to show up to the polls because of the possibility that they will just roll up and grab them... many people will simply not try to vote because of the fear that their government will terrorize them.

Sometimes you have to be arrested for what's right. The civil rights movement, even the civil war(north side, not the treasonous American murdering south) , and the American revolution. If you are not willing to literally fight against evil, evil wins end of story. We are not at the point of violence. People need to go to the polls if ice approaches you , start a conversation about trump that doesn't say you are voting for him but is something positive enough for ice to Walk away.

Look, I hear you and I respect the tradition of civil disobedience, of challenging laws in the courts, but the Trump regime is a fascist regime and that means they do not care about laws.
What you're asking people to do is to allow themselves to be abducted, possibly disappeared. Definitely abused, possibly murdered. That's not a reasonable ask in any circumstance.
Do also consider that a criminal record significantly impairs an individual's social mobility in the USA and... your plan is dumb.
