It's worth pointing out that the Federalist Party - the ancestors of the modern-day Republicans - did not want a Bill of Rights attached to the Constitution. They hated the idea, and only conceded it to the Anti-Federalists (who were right all along and have been proven right multiple times in 250 years) because without Anti-Federalist support the Constitution had no chance of being ratified. For 250 years they have HATED the Bill of Rights except when convenient to them.

3rd amendment is specifically about being forced to quarter soldiers in civilian homes. Non-military employees being lodged at hotels (which are presumably billing the agencies) aren't subject to it, unless something I'm unaware of has happened.

First of all - they are AMENDMENTS which means they were not even THOUGHT about when the constitution became a reality, secondly the "first" amendment is actually the third, because there were two before the present ones, that didn't get ratified.
