The US Senate is currently pseudo-recessed. They hold a pro-forma session with a couple of Senators that lasts only a few minutes every 2-3 days to prevent Trump from making recess appointments, but there is nothing on their schedule until August 10th. No one is showing up - or not showing up - for any votes since nothing is actually happening in the Senate.

He can’t do anything. Unlike other states, the Kentucky governor can’t appoint a replacement. The KY legislature would surely act if he were to try to hold the special election required. Add into it the governor doesn’t over see the elections as the Secretary of State, who’s Republican, and Board of Elections does.

State law says it’s a special election. If he were to appoint someone, it isn’t unconstitutional, it has no legal binding. He’d be breaking the law.

So The gov could force a special election or he could choose a replacement and regardless it will lead to legal battles neither side really wants to do so they are going to just stare each other down until 8/4
