A huge portion of the people entering the country through airports in coastal cities aren't stopping there. This a massive assault on nationwide tourism and international business travel by the federal government.

Enforcement is easy. You close the customs offices in those airports and direct the FAA to flag any international flights into those hubs as illegal traffic.
You turn the flights back or charge the carriers with illegal operations.
The enforcement is the easy part. Surviving the fallout will be the real miracle.

Either a City is an official or inofficial Sanctuary city, Orlando is the later, then their foreign traffic gets banned and tourists don't come in. Or they are fully supporting Trump's DHS and Tourists don't come in because they fear to be ICE'd and background checked. Inland Tourists only bring 1/4 of revenue of an European or Canadian Tourist. Of course nobody is blaming Trump for it or saying that there is a problem. But there is.

His plan isn't to enforce stopping the flights, simply to yank the security screening services that the federal government provides, and then rely on the airports and air travel companies themselves say "Woah, hang on, we can't operate a terminal without security". The goal isn't a sustainable long term policy change, because it will fail catastrophically in court. The goal is chaos and lost business. Rump is a 10 year old bully beating up smaller kids for their lunch money, nothing more.
