Cave Johnson elevated that game from a good game to a good game with a stellar narrative experience. He's still one of the most easily-quotable game characters to date and he never even had any time on-screen. Simmons is a hero of a voice actor. It was actually stunning hearing him in a much sadder, more serious role in Baldur's Gate 3 but he did that well, too.

I would do that if I really like the game. You'll never know when it's going to be delisted or your account banned on online "retailers". If purchase is not ownership then piracy isn't theft.

The only issue: Physical versions of Valve games still require Steam, which means they can delist/restrict it anytime anyway, regardless of the physical copy.

Honestly, I think PC gaming isn't more expensive, just has a wider range of cost.
Portal 2 is on Steam Sale right now for $0.99, and even "full price" is $10.
Yes, a $2000 PC costs more than any console, but this is a 2011 game with generous minimum requirements even at the time. You can probably find a PC that will run this well that someone in your area is literally giving away for free.

I'm on an 11 year old laptop lol. It runs Portal 1 in a rough state and Portal 2 not really at all. On the other hand my Series X runs Portal 2 at 4K.
