Legally speaking that's actually huge. While police outside their jurisdiction are allowed to stop/arrest people for major crimes, they aren't allowed to for 'minor' infractions such as j-walking. Quick way to lose qualified immunity.

Again, legally speaking they don't talk about ongoing investigations. They do this because to do so could taint said investigation and make follow-up prosecution difficult or impossible (Right to a fair trial and such). Also notifying a law breaker "Hey bro we are coming for you", really isn't a sound strategy.

Most local US cops have jurisdiction in their entire state. It's their JOB to work in a particular city or county, but their jurisdiction extends to the state border.

My understanding from every cop I've known is that jurisdiction is just that. State override county which override city obviously, but they don't work up the same chain. They allow latitude in cases particularly in bordering cities, but that's situational based on who runs each.
Often there are cases where an out of jurisdiction officer can detain an individual until an in jurisdiction officer is there, but the arresting officer is supposed to be an officer of that area.

I'm not saying it's right, and it's something that needs to be addressed, but in the US, at the moment, wearing a hoodie is enough for a racist cop to use as justification to stop and question you, and legally that cop will likely be in the clear. So pushing back against the "reasonable suspicion" tactic to point out that, actually, there's legit reasons to wear a hoodie even when it's hot, is needed.
