Watched two different angles, saw the same thing: Icehole grabs her wrist in an attempt to take her phone, she wrests her arm free, holds up the phone again, and he pepper sprays her.

At around 14 seconds in after the officer moves her she moves left to right placing her hand on his chest and begins to talk to another party on the right. Any unwanted touching is battery.
