Imho there are two reasons, letting Farage have debates lets him make it not about him and rattle off the terrible talking points and policies would help regain control of the narrative. Also as stated he is still being investigated with a likelihood of suspension which will trigger another by-election so why waste money when you will just have to do it all again in a few months.
I don't know how hard Clacton is into Reform, but it might be functionally pointless to spend the money fielding a candidate, especially when the investigations mean that even if he wins, he's probably going to have to resign... again
Farage wanted to create the optics of him against the establishment and winning and thus proving that the electorate didn't care about his bribes. But the other parties don't want that game and now it is Farage against a joke candidate making the by-election a clown show. Hence the backfire.
