I've pulled the data across years and can tell you this is sort of normal for imgur (going back years). It's not bots. There are a bunch of folks who sit in user sub and downvote whatever they don't like (it usually centers around politics, AI use, and whether they consider something to be low effort). As fewer people use the site the user sub downvote brigade becomes less relevant in deciding what hits most viral.

My comment is less of a comment on Mamdani and more about the weird stuff cinematography teaches us. If I have learnt anything from reality the last few years, the cartoonish villains boast about being cartoonish villains. Maybe there are super-secret Bond type agents but your run of the mill Russian assets are pretty open about being Russian assets.
