35 states authorize their governors to pick anyone to fill a Senate vacancy until the next General Election... 11 states authorize governors to fill the seat until a Special Election .... only Kentucky, North Dakota, Rhode Island, and Wisconsin require the seat to stay vacant until a special election is held...
SC is in the first category and she will serve until January, 2027.

A reminder that prior to 1913, voters had no involvement in the selection of Senators and they were selected, completely, by State Legislatures.
Which seems semi-Democratic, you elect legislators, they select a Senator.. except that prior to 1964, and Reynold v Sims, there was no equal apportionment between legislative seats, so most cities were dramatically underrepresented and Right wing racists ran most states, hence the ratification of the 18th Amendment banning booze.

So, I’m not a Graham fan at all, but respect such succession activities because I believe there’s a precedent there. I believe there have been instances of a politician dying in office and a spouse sitting out the remainder of the term and being afforded the opportunity to run for the next, etc. Being that he wasn’t married, his next of kin would be the next option. Even had an episode in West Wing about it.

There's some Republican opposition which might mean it wouldn't pass even without the filibuster. I said this out before, and got a reply saying those Republicans voted "no" to look good because they knew it would fail even if they didn't, and I suppose they might be right.

For a lot of states, vacancies are appointed by the state governor, who can choose whoever they want, for whatever reason they want. A family member or surviving spouse of the previous officeholder isn't uncommon, even when they have zero actual experience.

A: it's a fairly sporadic occurrence, and only lasts for a pretty short timeframe. B: they typically do what they're told by the party leadership, same as the previous office holder, so there's little to no practical difference in what passes or doesn't. C: the voters overwhelmingly don't give a shit. D: it can come off as petty, spiteful, vindictive or disrespectful. So for those in power, it's a risky waste of political capital on something that's historically been a non-issue, so why bother?

It's the 17th amendment. It's short, easy to read, and it's the 2nd half of the middle paragraph/sentence. State legislatures have the **option** to allow the governor to fill a vacancy. Kentucky **opted** not to allow their governor to do it, SC **opted** to allow their governor to do it.
