Well for any regulations pertaining to residential norms, I would think it would be broken down to regions and localities. So if you're within city limits, sure that city would have some norms they expect people to abide by. Good news is all of that would be up for public input and debate on a recurring basis. Also good news, if you decide to move because everyone wants a rule you hate, it's easier and cheaper.
I disagree wholeheartedly. As the population grows, so does the value to humanity of any particular parcel of land. Not only are more people being disenfranchised and denied use of the land, but those who abuse the land are increasingly capable of despoiling it for greater and greater lengths of time than ever before.
