If it's any consolation, they are. The HUR (UA spy agency) are operating like the best spy agency in human history, and 90% of that is down to the hostile nation having tens of millions of sympathizers. They're very good, but not THAT good.
Basically, it's far safer to resist secretly than openly. If you protest, you just get jailed and it accomplishes nothing. If you phone UA strike coords for a military building, you probably don't get caught, and you do something real.
