That's the grift in a nutshell. The billionaires pay him. The billionaires get the tax breaks. We pay the taxes to make up the difference. We get no services for those taxes because the billionaires are getting the breaks and the services. Then they manage to shuffle the costs onto the people again, draining the coffers and crashing the economy. Which the billionaires then use their wealth to buy up everything being sold in desperation. Rinse, repeat.

Actually, it's more a historical reference to what happens when ppl are revolting. It was also some kind of foundation of the French Republic, and what went wrong afterwards when the hunt of the "enemies of the Nation" began.
