Its based on the trade imbalance with the nations. So for example there is a 30% difference in the export and import between US and Norway, so they put 16% tariffs on stuff from Norway. It has nothing to do with what tariffs nations have on goods from the US.

They put a 50%+ tariff on the country of norfolk island. Which is actually a territory of Australia and not a country, it has a population of 2000 people. They export some shoes from time to time. They also put tariffs on Australia because we don't accept uncooked beef products from places that have mad cow (BSE) disease. America doesn't accept poultry from Australia because of bird flu. So..... yeah.

The way they decided tariffs was based on trade deficits. Any country that the US exports more than they import to, got 10%. Any country that the US has a trade deficit with got a percentage of that country's total US exports compared to the total trade between the two. That is how they got their tariffs charged to the US column. Then the discounted US tariff column is just that number divided by 2. It is the stupidest thing I have seen in my life.
