That wasn't a joke. It's an important point because people use different definitions of "mass shootings" based on the message they want to send. Most mass shootings ARE gang-related, which is why you'll often see statistics explicitly call out that they're excluding those.

But there is no reason to exclude them. These are people dying due to gun violence. Excluding them is a way to lower the numbers and derail talk of gun control by changing the topic to "but what counts". Taking up time arguing definitions means less time spent defending against harder arguments

Well, he was all alone basically in the tent. Shooter was elevated well above the crowd, shooting down.
I think he had a reasonable sense what was behind the target, and at least an average level of skill it seems.
I would say more skill than luck. Aimed for center mass and the bullet bounced up through the neck, which yeah was perhaps lucky but even if it was through and through I'm not sure there were any other people in the straight path of the bullet.
