SO, the real reason is to show the 'exciting' part of a video to get the viewer to stick around to see the build up. This is the way that short form media content creators deal with it. Like you see an explosion then stay around to figure out what the explosion was. THIS...is just that idea poorly implemented.
From experience, people no longer have the attention span to watch a video longer than 3 seconds, but advertisers want them to watch longer so they can show more adds and collect more data. By putting a clip from the end at the beginning the creator hopes to hook you into watching the entire video so they can get paid a few more pennies by our overlords who will in turn make more money off of you too.

Starts playing an Ad while my hands are messy from the kitchen etc. I have to sit there and scream in anger until I can stop what I'm doing to tell it to skip.
