Some EU states have catch-neuter-release schemes. The animals (dogs and cats) get ear tags or a clipped ear to make sure they are not caught over and over again.

That is not how fluid dynamics or physics more generally work. Every time someone posts these J-shaped waterers, it comes up again, the level of the water inside the "reservoir" is the the same level as the open area. Most likely the same for the food too.
Maybe if it was VERY very narrow that would happen, but even then, as soon as you get a single air bubble sent up the tube the pressure collapses (i.e. the first time a dog drinks from it). On top of all that, how would you get the water INTO that space in the first place while still maintaining a seal?
It's not nearly that sensitive/fragile. I've got a bunch of slopper stopper dog bowls around my house that all work based on the same principle. As long as the top of the reservoir stays sealed, it only lets as much water out as air gets in. To fill it, you just plug the drinking end. It's really not that complicated.
That's not at all how that works. Assuming a perfect seal, any air bubble would let water out of the reservoir the size of the air bubble. It being "very narrow" is completely irrelevant.
Cap the bottom part, open the top part, pour water in, cap the top part, open the bottom part. As long as the top stays capped, any bubble passing through means water flows into the bottom part keeping it level with the bend until all gone.
No, as long as the top part is sealed no air can flow in, unless and until the water level in the front part is below the bend, and air bubbles can pass through. Find a bendy straw and try it out
