It's to do with the cross sectional area perp to the fluid. If it's small enough, & its rate of change is incremental enough it's fine.

People have survived falls into water at terminal velocity. Helps if you have your appendix removed since it tends to rupture easily.

The 'like concrete' thing is just something people say to get the point across to idiots that water isn't always a safe landing.
