The Memorial Reflecting Pool has gone through wild swings of cleanliness and muck. And it wasn't dependent upon the presidency, for the most part. Certain atmospheric events coinciding with a little lax maintenance could bring about blooms.

The water is definitely green and ugly for sure, but the good photo does look like it was taken at a more shallow angle which helps get a good reflection off of water.
At the very least in the good picture the Washington Monument is better lit for the photo. From the clouds the background it appears to be overcast which would give everything soft even lighting. The other shows some shadows under the person nearby meaning the sun it out to some degree. I do not know how much overcast vs direct sunlight effects the mirage and/or reflection effect. 🤔🤷♂️
