The Memorial Reflecting Pool has gone through wild swings of cleanliness and muck. And it wasn't dependent upon the presidency, for the most part. Certain atmospheric events coinciding with a little lax maintenance could bring about blooms.
It was NOT a priority. There so many others. Right? But Trump... he focuses on the SUPERFICIAL, because he's vain and his concern is only surface deep.

The water is definitely green and ugly for sure, but the good photo does look like it was taken at a more shallow angle which helps get a good reflection off of water.

At the very least in the good picture the Washington Monument is better lit for the photo. From the clouds the background it appears to be overcast which would give everything soft even lighting.
The other shows some shadows under the person nearby meaning the sun it out to some degree.
I do not know how much overcast vs direct sunlight effects the mirage and/or reflection effect. 🤔🤷♂️

yup, and it was already blue before then, just at a lower angle, during a clear day... and it doesn't need to be blue when standing at the edge looking down. That's not even the point of it.
Also it seems, according to lab tests by CNN, the algae bloom was caused by fertilizer in the water... What do you want to bet the bloviated orange had them fertilize the grass surrounding the pool, making this whole thing a huge mismanagement on his part?

technically the sky has no color. Which is why at night we can see the stars. It's really when the sunlight hits it the air particles will split the light. This is how we get blues, white, purples, reds, oranges in the sky.

There’s color, and then there’s opacity, which is how “see through” something is. 0 opacity means clear as glass. You could say the sky has UV dependent opacity.

Technically the sky isn't a physical object, but a visual phenomenon, and as all visual phenomenon is visual, it has a color. The color is able to change, but that doesn't mean it doesn't have a color any more than a chameleon or color changing octopus doesn't have a color.

No, the sky is a visual, or more precisely an optical phenomenon caused by the interaction of light with the gaseous matter and particulates that compose the atmosphere. By your logic, "color" is a non-existent thing that "lives inside" our minds, as purely physically speaking, light doesn't have hues, only frequencies. And if Rayleigh scattering prohibits us from linguistically saying something has a color, then all human eyes are either clear or brown, there is no blue, green, grey, or red.
