Every NDA I've ever signed states unequivocally that the document does not protect you from questions about SIGNING THE DOCUMENT. You are, in fact, required by law to state on the record that you did in fact sign a document as such, but that you cannot discuss it any further.
I mean, I know why they refused to say even that much, but just saying, they broke the NDA by not following the NDA.

People have all sorts of private agreements from former employers, separation/divorce, inheritance etc. I do accounting work and sign NDA's for client meetings sometimes. That should not make someone ineligible for office. If a pre-existing NDA interferes with their work, of course it should be disclosed. But new NDA's that would interfere with work should not be allowed.

You're not wrong, but it's not as simple a solution as it sounds.
Someone has to decide what counts as impacting public health and safety in this particular context, and then someone has to do the investigation to prove that a particular thing does have an impact prior to an NDA being signed. Both are angles that would be very easy for a bad actor to game even without needing to rely on public sector corruption and bribery.

Proprietary information shouldn't be discussed with town officials, or any non-employee. Thats why is was label proprietary. They dont need to know those things. This town council signed an NDA to hide their kickbacks and to not disclose how damaging the center will be to the land.

NDAs often have a clause that says you can't discuss whether or not you signed the aforementioned NDA. So not only can you not disclose their secrets, you also can't disclose that you can't disclose those secrets.

I have had to sign NDAs at work, and sometimes part of it is that you can't even acknowledge that there is an NDA. They are for good reasons. But if it doesn't say that, you can certainly say you are under NDA and can't discuss it. So the majority of these people not answering is telling, but it's also interesting that some did answer. In other words, they did sign one.

Generally there's is never such a line in the NDA, cause you can talk about the NDA, often you are required to talk just to explain why you can't give some information

It's not required like "written in the NDA that you have to talk about NDA", more like it's required in order to explain to some other party why you are not giving them the info they are asking or why you are postponing it until you can confirm the possible disclosure of the info with your NDA partner

In my personal experience there is often a line in the NDA saying you won't disclose the existence of that specific NDA. Now whether that means you can't disclose the existence of an NDA in general is a different question, and I am not a lawyer.

I've signed a lot of NDAs. I've never seen that line. I can't talk about what's BEHIND the NDA...but I can say I signed an NDA for a specific company.

I just double-checked a few and it is in all of them. It may be more typical for situations in which the existence of the NDA itself could be considered Material Non-Public Information for a publicly traded company.
