Well 'finders keepers' is NOT a legal principle as one magistrate commented in a prosecution against someone who immediately started spending a large sum that was accidentally deposited in their bank account. The same laws apply to small sums of money found on the street - but that sort of theft is rarely prosecuted for obvious reasons. In your own country, the laws are probably under the 'unjust enrichment' category (a definition for which I'm sure you can find without my help).

Legitimately funny, the thought that they would be any better at catching some guy who trained his bird to steal cash when they can barely keep up with crimes that they can see in person.

I mean, I don't see cops setting up post to catch it in the act and follow it to their master. But were it to happen to me more than once, I would def. do the work myself and showing them video proof of where to find the perpetrator.
It ain't like they're not conspicuous (at least in this vid, I guess you could train them in a smarter way).
