As a career firefighter, I can tell you that Firefighters actually are some of the biggest pyros I know. We love this shit. Medics on the other hand, are not so pleased, but get paid because of stupid shit, so yeah.

It's not white phosphorus. There are videos of soldiers standing directly under these munitions and they don't get harmed. Honestly I'm not even sure what the point of these munitions was and I don't see them being used anymore. They probably thought they could start some brush fires or detonate munitions or something. It really did fuck all in the end. There isn't a single video of them actually achieving anything.

Only if you use it as an incendiary weapon against civilians in a civilian setting. Like Israel did in Gaza in 2008-2009 for example. It can be used to make smoke and that's apparently fine.

Flamethrowers are not banned in any treaties either, they are just not practical weapons. China still has them as part of their standing army, though mostly for show it seems.
