Every time I look at this bird he is eating.
Caught throwing pellets. I swapped out the corn for peas, he threw one out of his dish.

He just may be bored to death...
That is, assuming you never let him out of the cage... -(It's only a guess on my part, so I could be wrong)-
Birds are highly social animals, it's one of the main reasons why parrots and the like end up ripping out their feathers.

he has only been here a week and does not want to come out yet. this is a temporary cage with toys for stimulating his mind, he's rarely alone and he has frequent contact with his brother from another mother when they flock call to each other in different rooms

That's good to hear that you're doing right by your bird, so I'm glad you proved my assumption wrong.
It's a good thing I don't put too much stock into assumptions, as there's always a chance that the assumption will be proven wrong.

i learned a lot from Little Beaks! i've been offering veggies and got a mini food processor to make some chop for my babies with quinoa, chia seeds, fruit, veggies, seeds, pellets and maybe some safe nuts such as walnuts or almonds. i want to do things better every time i have to start over (i wish i never had to go through losing any of my babies and get another to keep the remaining one company)

Holy shit I was so wrong to even think for one second that this bird was neglected, you are the most devoted care taker of these birds, so much so that I'm envious!
They are extremely fortunate to have such devoted love and friendship freely given to them, you are indeed a kind and generous person, they are lucky to have you!

i learned young how to care for budgies but it was frustrating when my parents didn't look at the books i got from the library saying budgies can eat vegetables, they need a nice big cage, they need a lot of sleep, you have to take them to an avian vet and so on. my points were proven when my female budgie had to join Little Beaks' aviary and our elderly disabled finch had to be rescued by her. Now my little lads have charmed lives
