TFA is quite thorough, but the short version is: Everybody got something, complications were swept away, and this is kinda just a part of it.

New owners bought out a bankrupt company, old rent was owed to old company. Banks took a $275M loss to make it happen, tenants get a new more-responsible landlord, and NYC is “paying” by essentially blessing the whole thing.

Knowing you, you’ll get uppity about the $13M in forfeited back taxes… but those were wiped in the bankruptcy, thus unrelated.

A landlord is not going to give up that much rent, without some kind of motivation. The source of the motivation is the unknown. What is known is that the mayor is going after landlords who are slumlords. It is not an unreasonable hypothesis that a slumlord may want to avoid prosecution. A back room deal granting amnesty and exchange for waved back rent is reasonable.

Misleading title. The old landlord went out of business and was known for providing shitty conditions and no maintenance (some people were even witholding rent for that reason), the new one agreed to ignore the debt as long as people keep up with rent.

Not a messiah moment, just good negotiation between a private business and the city office. If it will stick we will see cause as far as I know nothing's really in writing. Baffling that the conditions can be that bad, in the EU it's illegal

I'm pretty sure it is illegal which is why they stop paying rent. From my understanding is that they are rent controlled so they try to get them to move out by making the living situation really bad, so they can put the price up. Also they don't want to invest money in them unless they can earn more money.

Incorrect. They were all owned by a single umbrella corporation, through dozens of subsidiaries. That umbrella corporation went bankrupt. They owe NYC millions in taxes. They also had over twelve THOUSAND housing violations they never correct, such as holes in walls, lack of hot water, collapsing ceilings, etc.

The deal Mamdani made is that the city forgives the taxes, and the new owner forgives back rent and fixes the broken stuff.
