The same is true of most of the power generated at Niagara Falls and a few damns in Quebec. Due largely to int'l agreements that locked in
rates. So the US is still largely paying historical pricing. As a Canadian, I don't have a problem with this. You always give discounts to
long term bulk customers. Besides, they helped pay for some of the infrastructure, especially at the Falls.
They would have been less screwed if not for the Keystone pipeline fallout. Getting them off Saudi oil improves their economy.
