He golfs because that's where nobody can get to him. He has Secret Service all around him and cameras can't get near so nobody can hear what he's saying. He cuts all of his shadiest deals on the green (he even projected this in a tweet, once) and nobody ever knows where the laws or executive orders originate. They literally bribe the POTUS on the golf green.
So I would believe it that he is dealing with China and Russia, instead of doing what he was supposed to originally.
