I'm sure there is some chemical that could be used to physically clean a jolteon that is non conductive...Probable the same stuff we use to clean mass server rooms. The question is if its biologically safe/effective or not. My guess not likely but you never know.
Would be a once a year bathing situation at most anyway because chemicals are expensive.

Just do it the same way you clean small electronics: with isopropyl alcohol and a toothbrush.

Water doesnt actually conduct, its all the stuff in it that does, mainly minerals. So demineralised water (which is also used for windowcleaning as it doesnt require wiping down to avoid streaks) should work (always refresh it tho, contaminants potentially make the water conduct again).

seeing as how you are cleaning a jolteon a living animal. I would hazard a guess contaiminates are in fact an issue.
