I've literally had this happen with a GTX 550Ti on a crappy 300w PSU. A decent PSU should just shut off when too much power is demanded.

The PCIe slot provides up to 75W so cards that use that or less don't have any power connectors, they get enough from the slot.

Naw, video cards are actually pretty smart as far as pulling power goes. The video card will just run at a very low wattage.
