What system would that be? There will ALWAYS be those seeking to reduce rights. Best defense is to not elect them. Second best is for Congress to not be blindly loyal to, and in lockstep with, the President. But there is no system than can inherently protect your rights without constant vigilance and work.

We had that, but the people in power whose job it was to enforce it... didn't. We had accountability written into the law for rich or poor but that has NEVER been enforced.
It's all theater. It's just like our "free and fair" elections. Elections have always been a sham, and the law is meaningless when it won't be enforced by the enforcers, governed with by the government, or used faithfully in court by the courts.

Realistically, there is no system in which no one truly 'has the power to take them away' unless there is either an actual power, or a threat of power, to keep the government from doing so. It took less than a century for fascism to sweep western governments after it rose in the 1900s. The French actually know how to protest in a way that shows force, so some countries are doing better than others. America does not know how to protest, so our only recourse will eventually be actual force.

The American political system actually has very good checks and balances. Unfortunately, there are no checks and balances that will withstand constant erosion from malicious actors within every governing body tasked with enforcing them.
Also, the ultimate check/balance is the electorate, and they've shown that Trump isn't some crazy outsider trying to seize control - he was a popular candidate with widespread support even 8 years after his entrance to the political stage.

Sure many of them have failed, but not all of them.
Which is why Trumps regime isn't getting its way most of the time. Sure they have done a lot of awful things, but they are getting countered on it. It might be slow, but there are counters to them working. If they weren't things would be much worse, as everything Trump has wanted to do would have been done, which fortunately hasn't happened.

And they don't have control over the States either. The system while weakened is still working to be a check on their power still.

So the ones that could have them removed they have control over.
But the smaller ones that can block them and slow them down are still functioning. Which they have done to the best of their ability.
It is really showing just how well layered the controls are, that at all levels there is at least some way to oppose the system from being abused. The higher up the chain you go, the stronger those power get
