About the only thing that I can think it's that either the grading system has changed, or it's not the US. I know that back in the 60's/70's parents thought E meant "excellent" so they just put it straight to F for Fail....... but it seems to me like this change was made in order to get more kids to pass their classes, which is really just manipulation.

They don’t like to hear it, but those who can’t teach. Where I live is a race to the bottom with teachers salaries, (while admin staff rakes it in) so the good teachers flee or don’t even bother and that just leaves garbage that isn’t fit for teaching how to flip a burger in charge of kids
