I have 3 friends that currently still own motorcycles. 2 of them haven't ridden since their accidents - both involving broken bones at low speeds. One still rides, hasn't broken a bone yet. Another separate friend likes to talk about riding, but doesn't own and won't get on one due to trauma (family related bike death)...

What they're probably referring to is not so much if it's a weapon but that it's a rod pointing forward which is a serious safety hazard and illegal in a lot of places. Just like how you can't have unsecured load. If she hits a pedestrian at speed they'll get impaled on the rod regardless of what you call it. Physics don't care what you think when a lot of force is involved.

I'm curious about how this law is written because like the previous commentor said, it doesn't extend past the front of the vehicle. If she is going to hit someone, she is going to hit them with the front of the vehicle before that pole comes into play.
I would expect the law in question would be concerned about anything actually extending past the front bumper. Similar to how a truck with wood going out past its bed needs a flag tied to it.
