Let's not be completely pessimistic, some countries have done a good job trying to get there. I'm quite proud of my Belgian country stance on LBTQ+, we've been at the forefront of the fight against hatred for a long time and we continue to this day.
It ain't perfect obv., but the quote said "more enlightened time" and the western world is definitely more enlightened than in 1945.
