Sort of. It's either the VP and Cabinet or VP and a body set up by Congress. It also doesn't permanently remove the President from office, it just removes him temporarily until he submits a letter to Congress saying he's fine. If no one contests it, he's back in office. If the VP and Cabinet/body set up by Congress contest it, Congress has 21 days to meet and vote on the issue. If Congress agrees President is fine, he's back to being President, if not VP is still acting President, then repeat
