Bush jr also passed a Hague invasion act which gives permission to the US army to invade The Hague if an American is found guilty of anything there.

As for being sure, the corpse of a man with injuries that could have come from a missile washed up on a beach in Trinidad today, so he might be identifiable as a crewman on that boat. If so, then maybe someone can find out who he sailed with and what their cargo was. There are still no reports of search-and-rescue operations.
