Atlanta is fucking weird. It takes up both counties because it sprawls so much, but downtown ATL is Fulton for the most part... and imagine a place where the city is bigger than the county. DeKalb (where cop city is) contains ~10% of Atlanta. Cop city is being built by the Atlanta Police Foundation (which isn't the ATL Police, but a corp owned funder of the ATL cops... now we are getting into Georgia style corruption... ) and is owned by Atlanta, which has used the forest as a prison.
