Speed tape is almost never used to hold stuff together. And when it is, it's not going to be relevant to safety. Most of the time it's used to temporarily seal something, or cover up exposed metal parts to hold off corrosion. Of course, if you see speed tape more often on planes from a specific airline, they might be worth avoiding anyway. In general though, anything that has to do with safety will be done properly. There's a reason planes get checkups and maintenance done before EVERY flight.

You wouldn't kill them, but you could absolutely disable someone. It wouldn't be subtle.
They are real - the US has them. But there are operational concerns preventing routine deployment: They're wildly expensive, heavy, require a trained operator and maintenance, and are relatively fragile.
As a weapons system, lasers suck. Smoke stops them. Dew and dirt fuck the optics. They break easily.
Guns really work so much better. And as the video shows, anti-drone drones seem quite effective, and are likely orders of magnitude cheaper per kill.
Oh, and the whole "thru glass firming blood clots"? Fantasy. You may as well be hoping for a phaser set on stun. Magical assassination methods mostly live in James Bond movies - in the real world, you fall out of a 5th story window.
You know what works well thru glass if you want to hurt a bad guy? A bullet. Any solution that will replace that will need to compete on cost and dependability. Lasers are super useful - but not for this.
If it makes you feel any better - an infrared laser with accompanying infrared goggles makes an *excellent* long range target designator for smart bombs - they rarely miss, and you can do precision targeting at weak spots. Not cheap, but super effective. And it did change how things were done decades ago.
