How does the tugboat push things? Does it have to shoot the harpoon into a ship to move it?

Harpoon is addition for boarding, but for pushing it was using ropes and/or rubberized front/sides.

this is true in a LOT of air/space designs. a lot of dead zones in the arcs of fire, or just failure to consider the "3d" nature of terrain.
