It's called a "dog whistle", coded or suggestive language that seems unproblematic, but carries a, usually racist, political message. By adding out of the blue that it's not "anti-semetic", the person making that statement connects the crime to the perpertrator being jewish as in "it's something that jews do". Another example is "violent crime XYZ was committed. The race of the perpetrators is not yet known" - because "you know what race usually does such crimes *wink* *wink*".
