Ages ago Gary Larson made a cartoon titled "Cow Tools", and the joke was simply that cows wouldn't make very good tools. The horned lady here calls herself Power, and her intelligence is well... more or less on par with a cow's.

The original joke is just that tools made by cows wouldn't be very good; the derivative here is that tools made by Power wouldn't be very good either as she's not much smarter than a cow.

I dislike when a story has a major shift in mood between the start and the end. It feels like the author is trying to trick the audience by luring them in with one kind of story and then using their investment to force them to read what the author really wanted to write, or they run out of ideas and have to shift to writing something less interesting. It's usually a comedy->drama pipeline. I prefer comedy.
