He loses more money with the chaos he causes than he gains. It got him run out of NYC real estate (he couldn't buy properties to develop in the 80's-90's), it cost him ridiculous amounts of money in Atlantic City, and Vegas wouldn't even work with him in the 90's. It got his real estate empire basically black-listed so shell-companies had to do the work before he wiped his name-shit on the projects.
Why a plurality of Americans thought he was a good bet or not a problem is beyond me.

They absolutely would blow the shit outta that boat if it didn't stop when directed. Hell might not even give em warning. They ain't letting any foreign stuff within 500 yards (or more). A civilian boat could have some sort of torpedo/missle launcher on it and if it got too close and fired the ammo, countermeasures couldn't be deployed in time to save the boat.
