This guy is actually showing one of the real problems we have with Trump now and those of his ilk going forward. People tend to kinda... look around and scope out what people around them are doing to develop their morality. Like, if noone is stealing cable nobody starts, but if you see a splitter on the line it feels okay to do "too", others are anyway. Littering is similar, anywhere you make a "Best for me" and "Best for we" judgement call most of us tend towards the local 'normal'...

What you're referring to is Broken Windows Theory, and in its original context (littering and vandalism) it has been largely discredited as little more than a pop psychology based talking point to validate zero tolerance policing styles that generally do more harm than good.
Not to detract from your point that Trump's influence has eroded social norms and decency in our political offices, which has definitely occurred. But that's less like "there's trash on the street so I'm gonna litter" ...

Mississippi *was* last in education, but currently ranks 16th in education after a major overhaul that began in 1998. Their success is often referred to as the “Mississippi Miracle”.

Nobody can invalidate your experience, nor say it's untrue.
That said, the jump in education happened. The most likely explanation is that more people living in MS attended school prior to the change than after.

B. 1 state changed their education policies, funding, standards, and was able to improve their education system.

It is more likely that the change in policy resulted in an increase in their ranking, though it is possible that both factors contributed to the change.
