More likely he is not dead, but unable to communicate. That could be: 1. a stable coma state with or without higher brain activity. 2. A stable post traumatic brain event (stroke, maybe with a fall, or maybe just a fall) leaving him awake and aware but unable to communicate. Either way, they are likely hiding a condition that more than justifies resignation by choice or Congressional rule? I honestly feel full death would be harder to hide. Surprised the secret has held this long, tbh

No, it's not a grey area. Under the Uniform Determination of Death Act and medical standards, a complete and permanent stop of all brain function means a person has legally died. He can be unplugged with no crimes committed.
